I am using outlook 2007.  I want to upgrade to outlook 2013. Are there any steps I should take so I won't lose any emails and contacts?  What is the best way to do this upgrade?

Is this Outlook installed at home or a work's PC?
What protocol have you configured for your Email account - POP3 ,IMAP, Exchange ?
If using Personal Folders, then you should back that up to  offline storage before upgrading.

Sorry for not including the details.  This is a work computer that is using POP.

Backup your .pst (contains emails) file in c:\Users\username\AppData\Local\Microsoft\Outlook.
Backup your .pab (address book and contacts) from same location.

If you want backup rules, signatures and so on, see these other files that outlook uses:
