Dreamweaver CC + PhoneGap on Windows PC for IOS

I'm following the Lynda.com course on Dreamweaver CC mobile dev with PhoneGap. I'm expecting to follow along on a PC.

I'm at the chapter that talks about emulating iPad/iPhone for testing the app. It talks about downloading xcode for a Mac.

My question is, (and I know I would need a Mac to get an Apple Developer ID and submit the app to App Store) can I learn/develop/test to target IOS with Dreamweaver CC and PhoneGap on my PC - OR will I need a Mac to learn/develop/test?

You need the Mac. No way around it.
