The latest (newest) version of the perl JSON module is 2.90 (Oct 2013).  Since you referred to v 3.*, I'll assume you want the JSON_XS module v3.01 which was also release in Oct 2013.

JSON
JSON_XS

Fedora (i.e., CentOS) is always years behind in their releases.  So, you could install the latest version via the cpan tool.
e.g.,
[root@099-91-RKB-2 ~]# cpan JSON_XS
CPAN: Storable loaded ok
Going to read /home/rkb/.cpan/Metadata
  Database was generated on Thu, 11 Sep 2014 02:17:02 GMT
CPAN: LWP::UserAgent loaded ok
Fetching with LWP:

Sorry, that was due to a typo on my part.  Instead of the underscore, it should be 2 colons.

cpan JSON::XS
