I recently installed a new Exchange 2010 server. Now I am receiving this bounceback message from some emails. I have checked the spam blacklists and the ip or domain are not listed. Any assistance would be appreciated.

Firstly a couple pre-req questions:

What is the full domain name the exchange server serves?
Do you have an SPF record?
What update level is your Exchange server?

local domain is claymontcenter.local
external domain is claymontcenter.org

SPF record?
Exchange 2010 SP2 If I recall correctly.

Thanks.. Ok you have a couple things going on here.

First off make sure your Reverse DNS record for your mail server contains the hostname, mail.claymontcenter.org.  Second your transaction time is slow.. almost 8 seconds on average which is kinda bad for Exchange.  Usually tarpits, honeypots or a server with a heavy load can cause that.  Lastly you are listed on two RBLs: Rats Dyna and Sorbs Web.

Personally I've never heard of either of them but being listed on any is not a good thing.

Check it out yourself on mxtoolbox.com

Sender Policy Framework.. it's a record that your DNS provider hosts.. all it basically does is specify the ip's on the mail servers that are allowed to send mail for your domain.  If you attempt to email a recipient who requires a valid SPF then you can run into issues.  Granted not many place do that.. yet.  But it's coming.

Why do Marketing keep bothering you?

Is your marketing department constantly asking for new email signature updates? Are they requesting a different design for every department? Do they need yet another banner added? Don’t let it get you down! There is an easy way to manage all of these requests...

Based on the error message, the email is rejected by the remote SMTP domain. Please make sure that the remote SMTP domain could accept your email.
At the same time, you could try to send email to other remote domain to verify the issue could be reproduced or not.
And there is a KB article about the Delivery Status, just for your reference:

It ended up being listed on McAfee from a virus infection over a year ago. I was able to get them to remove it and all is working well. Thanks.
