Relinquishing job because of large delays due to unfavorable server health or budget limitations.

I am migrating a client from exchange 2010 to exchange 2013.  The mailbox move is taking an extremely long time.  The logs for the mailboxes site this error every little while Relinquishing job because of large delays due to unfavorable server health or budget limitations.


The 2013 is on a hyper-v vm with 32gb of ram and 4 processors.  I turned off VMQ on the network adapters.  Ping speeds and file transfers from the old server are running without issue.  

No errors in the event log.  Not sure what else to check.

That error usually means a large amount of corrupted items, or you don’t have enough system resources to complete the operation.  Is the content index on the both databases healthy?  IS the 2010 box over taxed when migrating users?

I recreated the content index on the 2010 prio to the migration. The 2013 is a new install. The 2010 box does not appear to be taxed.

Since it is just slow and not failing. I am just going to let it roll. The holiday emptied out the office. It should be done by Monday when everyone is back.
