can one assign automatically permission to office 365 user

i have a stand alone instance of office 365 and i want to give the admin full permission to users mailbox automatically without doing it every time i create a user

Not really, though if you are using a PowerShell script to provision new mailboxes, you can just add the additional step there. Or you can just do it once per week or so via:

Get-Mailbox | Add-MailboxPermission -User admin -AccessRights FullAccess -AutoMapping $false

is there a way i can send a powershell to look at all mailboxes and add send as rights?

Similar to the above one:

Get-Mailbox | Add-RecipientPermission -Trustee admin -AccessRights SendAs

You will probably want to restrict this to only user mailboxes:

Get-Mailbox -RecipientTypeDetails UserMailbox | Add-RecipientPermission -Trustee admin -AccessRights SendAs
