What it best tools, references, sample code in vb.net can help in control such draft map (construction, building,...) to be able to color, highlighted such area, block, or insert special icon, image and pin?

I use this tools and it's easy to work with it .
The devexpress look interested for future development and I used some of their products.
What I am looking for is that the client giving us a ready map printed, scanned, or export from Autocad as image file.
The exported or scanned image may have a block of area to located their real state location. We need to add some of their real estate, color some blocks and so,...
I am searching for other tools and sample include Microsoft ActiveX and DLL.
