.net3.5 install 2012r2 80070005 error

Cant seem to get .net3.5 installed on this server. Brand new VM with no AV or other software installed except screen connect for remote access.

Have tried a few commands along with using feature managers in add/remove.

We have tried;

DISM.exe /online /enable-feature /featurename:NetFX3 /Source:c:\apt\sources\sxs /LimitAccess

after copying sources folder to c:\apt

DISM.exe /online /enable-feature /featurename:NetFX3 /Source:d:\sources\sxs /LimitAccess

from the install iso

Install-WindowsFeature NET-Framework-Core –Source D:\Sources\SxS

from the install iso

we tried removing the server from the domain (web suggestion). we tried pointing the server manager to the sources file d:\sources

We always get the same 2 errors, either Error 5 access denied when using cmd (run as admin of course) or access denied 80070005 when using powershell (also ran as admin).

power shell says fullyqualifiederrorid : dismapi error failed to enable updates

dism log says;

80070005 is another code for "access denied."  Unlike some of the more esoteric errors out there, this one is simple. However you are copying the files or logging in, the account being used doesn't have permissions to read the source.

There is only 1 administrator. The servers isn't a domain member. I am running the commands with admin rights.

What am i missing?

Had some similar issue and passed it over to our IT dept. They said  a security update was blocking access to the sources because of metadata requirements imposed by the update.

So they had to install some patch. Not sure what they installed.

No fix anywhere worked. We just created a new vm and installed 3.5 before anything else and it worked.

We be screwed if it wasnt a new server install.

Is a big in server os. Have to install some of the frameworks before other services / programs.
