Hi,

I am sure I am having the same issue as this person:

https://social.technet.microsoft.com/Forums/en-US/c2fdf665-837b-41d8-9212-762bbbdd8c44/group-policy-failed-to-apply-to-user?forum=winserverGP

I have server 2003 stnd sp1, how do I open these ports?

So, if you disable the firewall you don't have any issue, right?
Anyway, first of all you should consider updating your system. Please apply SP2 and any further HF.

If you can't load that SP, that's bad. Please first fix the SP issue.
