accepting paypal donations on tech websites - what is the qualification.

when programmers suggest donation link, what qualification do they need (in terms of relation to IRS, SSN etc in USA). do they need a business account with their website name to do it right (legally)? thanks.

We have cultural website that we use to promote our charitable contributions.

In order words, you must be a 501C (non profit organization).

This quote below is straight from paypal:

Note: This button is intended for fundraising. If you are not raising money for a cause, please choose another option. Nonprofits must verify their status to withdraw donations they receive. Users that are not verified nonprofits must demonstrate how their donations will be used, once they raise more than $10,000.
