Windows 2012 server's "User Access Logging Service", "HP Proliant Agent" and "Software Protection" Services always auto stopped for all of our production servers. May I know what cause the issue?

Start the above services then monitor the event logs. When the services stop, check the logs to see if there's anything errors/warnings that may be causing the services to stop. Also check to see if all of the services listed in Dependencies tab are started for each of these services.

With that being said, it's actually safe to disable the User Access Logging service as some people have even experienced improvements in performance after disabling it. See this article for more info: http://technet.microsoft.com/en-us/library/jj574126.aspx

I don't believe i have ever seen the Software Protection service started but Microsoft strongly advises against disabling this service. Whatever the case, this service is currently stopped on all ten Server 2012 machines I have access to so I wouldn't be too concerned about it.

The HP ProLiant Agent is the one I'd say I'm mostly concerned about. Perhaps try updating it to the latest version to see if it fixes the issue.
