Exchange Online deleted items folder retention

After a cutover migration to exchange online, Users only have 1 month of deleted items in their deleted items folder.  some users are used to keeping deleted items forever so they are now missing crucial emails.  

I have changed the rentention tag of deleted items to 'never'.  So when I right click the deleted items folder and go to 'assign policy', it says Deleted Items(Never) for retention policy.  Is there any way for me to recover the deleted items that are over a month old?  Has changing the deleted items retention policy to 'never' made it so this doesn't happen again?

There is no other way to retrive missing emails for now .

I have seen this way too often, users should never user the Deleted Items folder for storage. I always ask users is the would use their bin (in the office or at home) to store anything that wasn't trash. I'm sure that the users in question will stop now they have, possible, lost critical emails.

recovering deleted items within outlook did the trick
