I'm really new at much of this so please be gentle!  Using MySQL WorkBench locally, how do I connect to my web database (MySQL)?

The same way as you do locally.  You need your username, password, and the hostname or IP address of the server that is running MySQL.  That assumes that it is accessible thru the web.  A lot of hosting companies do not allow remote access to the MySQL servers.
