Setup up an appointment for all users

Dear Experts,

I was asked to do a task that I have no idea how to do.  Without a Group Calendar, is there a way to create an appointment for all users of our Exchange Server at once?
For an example, instead of the users creating the holiday schedule, the administrative assistant wants to block off the holidays for all users, done as a single task.
Please advise.

I think you are asking 2 different questions here.
is there a way to create an appointment for all users of our Exchange Server at once?

You can add all members to a single appointment you are scheduling yes.

For an example, instead of the users creating the holiday schedule, the administrative assistant wants to block off the holidays for all users, done as a single task.

The question above you will need some sort of corporate calendar where all people have access to update their holidays in this calendar.
