How to Add Child Sites to Site Links in top link bar sharepoint 2013

Hello,

I'm trying to manage/edit my top link bar. I need to add a child site as a dropdown under its parent in the top link bar.

Everything I've seen show's how easy it is by clicking the Edit Links pencil. Problem is there is no Edit Links pencil to the right of my Top Link Bar.

How do I edit this and preferably, how do I get my Edit Links pencil back?

Check if you have Design permissions on the site .
Please also check the site collection "Navigation Settings" and make sure use the "Structural Navigation" option.

Under site collection navigation setting, I have NAVIGATION ENABLED, SECUIRTY TRIMMING, AUDIENCE TARGETING check boxes.  All are checked.  

Under LOOK AND FEEL>NAVIGATION I have for GLOBAL and CURRENT NAVIGATION I have Structural Navigation radio buttong selected, and both SHOW SUBSITES and SHOW PAGES.  I found a few days ago that the SHOW SUBSITES was the trick for getting child sites to drop down.

Now, how do I get my pencil?
