I'm trying to manage/edit my top link bar. I need to add a child site as a dropdown under its parent in the top link bar.<br />

Everything I've seen show's how easy it is by clicking the Edit Links pencil. Problem is there is no Edit Links pencil to the right of my Top Link Bar.<br />

How do I edit this and preferably, how do I get my Edit Links pencil back?<br />
