Check the Users menu and make sure the role for the account is Administrator (not "Admin" nor any other variation...this indicates a non-default role with custom capabilities).

Check the theme's functions.php file and look for code that refers to remove_cap() (remove capability).

Alternately, switch to a new theme that you download from wordpress.org (preferably TwentyFourteen or other "base" theme) and see if the same problem exists.

Finally, if WordPress is installed via script (e.g. a one-click install from a Control Panel or downloaded "complete" package), then I would delete the installation and start over with a clean install from wordpress.org

says administrator. not 'admin'
I agree with you, something could be wrong, maybe could be fixed with next update because starting over would be time consuming.

Thanks.

Do the theme checks I talk about.  It's pretty easy to add code to functions.php to play hell with this.

Alternately, you should be able to reinstall the WP core from Dashboard | Updates but I don't think this is a core issue.

And thanks for helping me fix 'add new' issue.

I am not an expert. I do not know what 'theme check' is.
My next issue is starting woo commerce.
