Wordpress missing icons and white text

Hello - attached is screen shot from a Windows 8.1 machine using IE 11 and Wordpress 4.0.1. You'll notice that - a) the icons are missing from the main nav down the left hand side and b) that there is no text in the text area in the main part of the screen. However there really is text there, it's just that it is white on a white background. Any ideas what's going on? PS - we're only seeing the problem on this one machine - it's fine on several others.

Looks like a CSS file that should load for backend users is either not loading or loading only partially.  Does this happen for any user on the one machine or just this one particular user account?

Hello Jason - it's just this one user. Are any of the Wordpress css or js files served from outside the website's domain? I wondered if it could be a cross-domain issue causing it. Cheers Ed

Just closing this out - the problem still exists but we are living with it.
