This is right after install? Nothing added, etc?
If yes, I'd say reinstall.

Can you tell what the solution was, for others who come here looking for answers?

I uninstall the entire rad studio xe7, even the windows registry entries, and then I install another time... After the new installation its runs fine...
In the first installation I find a problem when the standard proces install the prerequisites (.net framework)...
I install the required .net framework with the windows update proces and, then, start the installation of rad studio.
