How do I get windows to open in front of main window in Outlook 2010?

I am having issues similar to this post:

It appears to be ab add-on issue since it does not occur in Outlook safe mode. But even if I disable all the add-ons the issue occurs in normal mode. The issue does not occur under a different login on the same computer even though all the add-ons are enabled for the alternate login.

I have changed the ForegroundLockTimeout reg key according to https://social.technet.microsoft.com/Forums/office/en-US/6b7dfb8d-32f8-45f4-8b14-c34b8c2682f9/new-message-opens-behind-email-window and verified that all the add-on keys are set to 2 according to https://pcmusings.wordpress.com/2010/08/08/does-your-outlook-window-stay-on-top-of-all-other-open-windows/.

I have also repaired Office.

Should I remove the add-ons completely instead of just disabling them? Are there any other steps to try?

The answer to your question is yes

You have accomplished the necessary steps so to fix the problem but it seems that the specific addon has been corrupted some how, this is why you have to remove it

Sorry for the delay, but it took me a few days to remove the add-ins completely. It appears to have fixed the issue.
