cant attach hard disk - the disk if offline because of policy set by administrator

Hello,
I am trying to attach the hard disc to server 2008 so that I can do local system state backup to the d: drive but I am getting this error "cant attach hard disk - the disk if offline because of policy set by administrator"

Please advise. If I backup to the remote share such as \\server\backup, will I have any difficulties of doing AD Authoritative restore or should I try to remove the policy so that I can attach the local disk. Thank you very much.

IMO REMOVE THE gpo RESTRAINT _ THEN PUT IT BACK
