Hyper-V Virtual Machine Logon Screen not displaying properly

This Windows 2003 virtual server is working fine, but as you can see the logon screen does not display properly.  Can anyone help?

We first saw this error in 2010 but allegedly this issue has been reported in 2008 as referenced in Microsoft KB 906510.
