Looking in the settings->storage 26.5 gb  totao space 27.5 gb.
Going to apps i see .97gb used with 27gb free.

What version of android is installed?
LOLLIPOP appears to be problematic.

Could it be a limitation with internet provider?

sometimes the "empty" space is being used up by cache that hasn't been cleared out properly.  This happens when you move large files from one folder to another, or by apps that store content temporarily.  you can use an app like App Cache Cleaner ( to free up these files.  It may seem like you only save a little bit of memory (especially when you already have, but it could potentially free up a pointer somewhere to some memory that wasn't available.

you should also go through your apps to see if any are taking up bandwidth, like if you're downloading files.  alternatively, you can restart your phone to make sure nothing is running and then try to download update.

let us know how it goes!

Nopes.  Someone had me to reset to factory.  After that, it found the 27G it could not find prior to that.  Someone else came up with a solution afterwards that did not need to reset to factory.

There is no need to opt for factory data reset. Here is the solution

"start your nexus device in recovery mode and get the cache wiped . restart the device from the recovery mode . this time the update would get downloaded". "wipe cache partition" wont remove any important data

{although I am still running KITKAT 4.4.4 on my nexus 7 2012 . I dont like the lollipop UI : buttons without boundaries, 2ndly in lollipop chrome sucks. And I never opted for factory data reset since I purchased my nexus 7 it tends to make androids laggy (most of the samsung devices become laggy after factory data reset)}"
Since i have two, i followed his advice on the second and left at 4.4.4
