Exchange 2010 SP2 : cross site correction parameter site connection , how is this set?

my question is in exchange how is the cross site connection site settings set , as in does it use the external URL set for OWA or is this set manually ?

I am very confused about this ?

how does it know if the users mailbox is not local where to look for it ?
