Centering Issues

I am trying to center to lines on a page.  "All Fields Must Be Completed"  and the error message that pops up above it.

I tried this...
<legend align="Center">All Fields Must Be Completed.</legend>

but it didn't center.

This centers it.
legend {
    width: 100%;
    text-align: center;
}

The content you want to be in centered, is already in the center.
