One external sender is getting bouncebacks with a moderator decision error, but we are not using moderation

We have one outside sender who is trying to send orders to our orders mailbox, and is getting a bounce message indicating "Your message has expired without any moderator decision for the following recipients." which appears to be being sent by systemMailbox{insert long string here}@oursite.com.

We are not (and have not) used moderation on this server ever.  The email is not going to a distribution group, and none of our distribution groups have moderation enabled.   An email from that same person without an attachment went through ok, and we are receiving other orders with attachments from other people without issue.

Not sure where to look, and so far googling has only turned up how to set up moderation (which I dont want).  Any ideas

It sounds like you may have a Transport Rule which is causing this.

Check in the Exchange Management Console > Organization Configuration > Hub Transport > Transport Rules tab.

Right click each rule that appears in the list > Edit Rule > click Next > Now review the bottom box (the one that says Step 2: Edit the rule description by clicking on an underlined value) which will contain the transport rule settings.

If you manage to find the offending rule, delete it or modify it as needed.
