Detect iOS 8 Safari cookie settings

Can I detect if someone accessing my site from a mobile Safari browser has their cookie settings set to "Allow from websites I visit"?

set the cookie now read the cookie

We decided to place special rules for Mobile Safari instead of attempting to detect cookie settings.  The idea wasn't to know if the client accepts cookies, but the level of their cookie security.  Thank you for your prompt answer anyway.
