What is wrong with this

I have a formula:
If isnull ({WO.COMPLETIONDATE}) or ({?Completion Date Cut Off} < {WO.COMPLETIONDATE}) then 'Not Completed before Completion Date Cutoff' else {WO.COMPLETIONDATE}

It has an error saying a string is required at the  else {WO.COMPLETIONDATE} what have i got wrong?

you need to convert the date to string

use ToText({WO.COMPLETIONDATE})

Have used an alternative in text form
