Creative Cloud Desktop Manager Application

Hi Experts,
Wanting someone to explain or point me to an article that can explain to me what the purpose/Point of the Creative Cloud Desktop Manager client is, do you need to be running this if you have Adobe CC products installed, please don't refer me to Adobe's website, as it's pretty confusing,
They recently released an update, and because our end users does not have local admin rights, they cannot update this application on their desktops, im wanting to know what is the purpose of this application, and whether we can do without it?

Hi
To prevent piracy we now pay a fee and the software is not fully installed on our system ( saves us buying huge systems)
instead we get an app or a desktop link to a piece of the program. Keys if you like that grant us access to the program or game in Cloud.
It seems most games / programs are now cloud based, we nolonger go out and buy the software get a DVD disc and install it and use it on our computers.
Like the games I play through Steam I pay for it Steam downloads it then gives me the game.exe in the steam client, I can play it but never download it. The only thing on my system is the Steam client  the games names and the saved games.
