Do you know what software platform or service was used to create this website?

I've been asked to create an online library of product images and copy that can be downloaded. While searching Google, I ran across this site that is similar to what I'm looking to accomplish: http://www.scottsworkbench.com.

Does anyone know what was used to create the site? It doesn't appear to be something that was custom developed.

Or, are there better options available? Personally, I would prefer to stick with something that utilizes php.

This could have been created in JBoss but is definitatley using JavaServer Pages

Thanks.  I also run Wappalyzer as a Firefox plugin and that will tell you what a site is built on but Built With does a better job.

Thanks Jason, those are some great links. Very helpful. I was hoping it would be something I could purchase and customize, but that doesn't appear to be the case.

Ideally I would like to find a software/platform solution that's prebuilt and can be up and running quickly. I need to be able to upload product images, descriptions and related files for logged in users to download. Open source would be preferred, but not required.

Sorry, I misunderstood the question.  I thought you were asking for software to know what a site was built with for purchase.  Ignore me, having a bad day due to lack of coffee.

While you can always see what technologies built a site, it's harder (but not impossible) to know if a site is custom built or if it used a pre-rolled system (A CMS or similar).

According to what I can see from the above, the site is most likely a custom built system.  However, most of the open-source CMS platforms (WordPress, Joomla, Drupal) have this functionality available to them either as part of the core or via a plugin/extension.
