If you are using XQuery, you have access to format-number()
Explain the issue you are facing and the architecture you are using in more detail please

Some historical notes....
format-number() is an XSLT1 function that has been introduced in XPath starting 2.0
it is part of XQuery as of XQuery 1.1

You don't have access to format-number()
- if you are using XPath1 directly in a programming environment... well you can use the programming environment to format the number, using functions such as ToString() or format() depending on the language you use
- if you are using XQuery 1.0 ... well, then I recommend to start using an architecture that does newer stuff
