I currently moved to 0365, and now I see new and old rules do not move emails from users that I received prior to moving from on premise 2007 exchange to 0365. I t will move the email that I received after the move.

Rules in Office 365 or Exchange — will not be migrated to Office 365. If you use filters to manage your email by automatically moving messages to folders, you may want to re-create similar rules after your account is moved to Office 365. This apply for permission like send as, full mailbox as well.

I did delete all the rules and created news. But the rule is not moving email that I received when I was on exchange, it moves just the 0365 ones.

consider if you have mails in specific folder which are moved by rule then the folder hierarchy will get migrate as usual , but if the new rule created then only Emails received in cloud will get move, not sure why but i saw same behavior.
