Change default action on email address link in Chrome browser

Since I moved to Windows 8.1 on a new laptop, when I click on email link in Chrome (browser), it opens Windows Mail.  How do I change that so that opens a new email in Outlook?  I don't seem to be able to find any way of changing the default behaviour.

control panel / default programs / set your default programs / outlook / set this program as default

Thanks, David.  I was looking for something that was specific to Chrome-specific.  Duh!
