Outlook calendar invites coming in as an email when sent to non exchange recipients

I have a few users on 2k7 and 2k13, and when they send calendar invites from outlook to non exchange using recipients (gmail, etc). The message delivers to all recipients as an e-mail, and not a calendar invite. If I send to just exchange recipients, it works just fine. Is there a way to fix this?

Why is it only happening to two users out of 100?

Users were sending to someone who is using Lotus Notes.
