What does this validation expression mean? (layman's terms?)

Can someone tell me, in plain english, what this validation expression means?

validationexpression="^[0-9,a-h,A-H,j-n,J-N,p,P,r-z,R-Z]{6,17}$"

I don't use validators regularly so I am not as familiar as I should be.
