In Windows Movie Maker you can do it by adding a text layer over the object you want to obscure.

On a Mac you can do it in iMovie by adding a blurred still image over the face.

Googling "blur faces in video" will provide a lot of Youtube video tutorials on how to do either of these.

The first comment using windows moviemaker is really not possible as I have tried this myself, WMM cannot set a specific area to blur as it will not over lay two of the same video to apply a blur WMM doesnot have a video timeline, also if you read it>In spite of blurring effect that can be done with this program, there are still some demerits that are tagged to it. One of which is the inability of the Movie Maker to blur on a specific area just like a person’s face of a certain item on the video,
To blur a face in a video/movie is not just one frame but over many frames that the face is shown. You would be required  to have a tool to focus on that face then apply an effect to that specific section
Adding a text over that frame is pretty futile as well.
You can use Method two:" Apowersoft video editor "provided by Giovanni Heward,

The best tools is Cyberlink power director and Adobe Premier illustrated here
