VLSC permission request

Hi!

I'm trying to request access to a SPLA agreement on VLSC.
But the only License Program I can send request for is Open License.
I have another VLSC  account where I can choose between Campus & School, Enterprise,Government, etc.
Does anyone know what the problem could be?

talk to your spla provider.  If your company is an spla provider which account is assigned for spla
