Custom field data is saved in the wp_postmeta table unless the plugin created its own schema.

Can I define the value via "TYPE" plug in?

Is the wp-postmeta a worpress database?  Do I need to touch the database in order to change value of the field?

I have no real idea what you are actually asking for at this point.

I cannot find the value of a custom field in "TYPE" plug in of Wordpress.

The Types plugin (if that's what you meant by "TYPE") sets custom fields and custom post types.  The screenshot does nothing to tell me what you are looking for.  If the custom field is defined, you should be able to edit the value per the interface provided by the plugin.  If you cannot find a value and you are sure it exists, look at the wp_postmeta table in the MySQL backend of your site.
