I am trying to install a printer on a Mac and I am setting it up using IP address.  After it recognizes the printer and installs it, it says the printer is unavailable.  On a windows PC it is printing fine.

What Mac OS? What make and model printer? Have you run software update while the printer is connected to download any new drivers?

The Mac OS is Yosemite... 10.10.1
The model of the printer is Ricoh Aficio MP 3501 and Ricoh Aficio MP 3300, there are two of them that have static ip addresses.
Also, wanted to let you know that as of Tuesday it was printing and all of a sudden it stopped.

Have you made sure that the static IP addresses assigned to the printers are outside the range distributed by your DHCP server?  You may have an IP address conflict.

Also, try opening Console.app and look at the logs while trying to print. Copy and paste any error messages back here.
