Free install maker that can modify the system %PATH%

I need help finding a free (not a trial version) install maker that can modify the system (not user) %PATH% environment variable. So far I have tried the following without success:

Nullsoft NSIS (The documentation for "Path Manipulation" has a huge red warning: "WARNING: Strings longer than ${NSIS_MAX_STRLEN} will get truncated/corrupted. Do NOT use this function to update %PATH%")
Flexara InstallShield Limited Edition for Visual Studio
Actual Installer Free Edition
Clickteam Install Creator 2
Bytessence Install Maker
InstallSimple Free Edition
Create Install Free Edition
Ghost Installer Free Edition

You have 2 options:

1. create MSI installation with populated table Environment. https://msdn.microsoft.com/en-us/library/aa368369%28v=vs.85%29.aspx , and you'll want asterisk prefix. You'll have to do your own research to find out which MSI-authoring tool allows that, One way is to create the installation with one of the free tools you mentioned, then edit the table directly in the MSI using Orca.
2. write directly to Registry, where machine-level environment variables are under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment
