MQ:  Should abortion be permitted in case of rape, incest, or health of mother?

Should an incest exclusion be permitted, should it only apply to a minor? Or child. What about for the severely mentally handicapped? Or for those having serious genetic disease (parent or fetus)?

That drew excoriation from rank-and-file women, who were concerned that the bill's rape clause would have a chilling effect on women reporting rapes and livid that they were not consulted before the objectionable clause concerning the rape exception was added into the base text of the bill.

Bowing to the wishes of several moderates and women members, House Republican leaders pulled a controversial antiabortion bill from consideration late Wednesday night, a move sure to enrage antiabortion activists, who will descend on Capitol Hill Thursday for their annual March for Life.

Some Republicans worried that the 20-week abortion measure might alienate millennials and female voters. But many female lawmakers were also furious over its clause stating that women can be exempt from the ban in cases of rape only if they reported the rape to authorities.

"I prefer that we avoid these very contentious social issues," said moderate Rep. Charlie Dent, reprising comments he gave in the closed-door conference meeting. "Week one, we had a speaker election that did not go as well as a lot of us would have liked. Week two, we got into a big fight over deporting children, something that a lot of us didn't want to have a discussion about. Week three, we are now talking about rape and incest and reportable rapes and incest for minors. … I just can't wait for week four."

In the last week a new issue caused trouble for leadership: Nearly every woman in the conference was opposed to the way the abortion bill was brought forth.

"I would not make exceptions for rape and incest, and then the reporting requirement would not be necessary," said Rep. Steve King, who attended the Conservative Opportunity Society meeting.

But for all the political drama, the legislation is likely to go nowhere. It moves to the Republican-run Senate, where passage is unlikely. And even if the Senate approves the measure, the White House said Thursday that President Barack Obama would veto it.

“I was fine with the bill either way because the important thing for me as a pro-life person is to make a very strong pro-life statement today with the anniversary of Roe v. Her bill would make it illegal to marry or commit an act of sexual penetration with a blood relative including a parent or child, brother or sister (including half-siblings), uncle or aunt, or nephew or niece.

It might be of interest to you that the first Scottish law dealing with incest was written in 1567, whereas it took England 341 years to catch up and write much the same law in 1908 !!  Perhaps this delay had something to do with the Haemophilia embarrassment in so many members of the inbred European Royal Families?

The Scottish "Incest Act 1567" (carrying a "life imprisonment" punishment) was based directly on the categories of relationship between whom sex was forbidden according to Chapter 18 verses 6 to 17 of the Geneva translation of the Old Testament book of Leviticus.  This is rather hypocritical in a way, since the book of Genesis tells us that Adam and Eve must have had sex (she being made from one of his ribs), and that their offspring must have engaged in incest, but the "forbidden relationships" were logical enough to remain unchanged in Scottish law for 419 years until the "Incest and Related Offences (Scotland) Act 1986" replaced the preceding "Sexual Offences (Scotland) Act 1976" by simplifying the old fashioned and long-winded manner in which it was written and by incorporating another statute concerning adoptive parents under the same law.

It is unlawful in Scotland for a person to engage in heterosexual sexual intercourse with an adoptive or former adoptive parent.  It is loosely referred to as an incestuous relationship even though it really isn't in the true sense of the word.

Of course the book of Genesis shouldn't be taken literally, especially with regard to the inferred incest in Adam and Eve's family, but there are those who treat the Bible as written.  The Pope is obviously one of them, because Catholics are supposed to seek Papal authority before seeking to abort the foetus of a rapist or incestuous relative.
