Is there a way to import folders of files into SharePoint 2007?

If the folders aren't too huge you can use Explorer view;

Access a Document Library on 2007.
On the top right hand side of the Document Library, click the View list box.
Explorer View is available in that menu.

It allows you to copy and paste files and folders as if you were using Windows Explorer. However it can get a bit slow if you try and move many Mb of files in one go.

If you're doing very high volume you might have to look at a commercial tool like Metalogix Content Matrix, but for smaller volumes Explorer View should be fine.
