You will need to check your firewalls to ensure that you can in fact telnet to your Exchange server on port 25.

how can one troubleshoot emails in queue if they have failed ?
Depending on the reason why the message failed to be delivered may be and issue on your Exchagne server configuration or it could be something with the external recipient domain you are emailing. You will need to check the Last Error referrenced in the Queue Viewer.

dynamic distribution gropus depend on oauth module
Not sure what you mean here...

what is relation between exchange and Active Directory? I told ADtopology
Exchange server sits on top of the Active Direcotry and uses the Active Directory topology. Exchange Server is a Acitve Directory Site Aware applicaiton and this is all based on how you currently have Active Directory configured. All of the configuration for Exchange is stored in the Active Directory Configuration Partiton. When Users Connect they first reference Active Directory to find specific information about Exchange like Mailbox location/sites/etc.
