bluetooth tethering data usage

if you enable bluetooth tethering on an android phone, but no other device is currently connected to your device, is your device still using any mobile data, to simply offer the "hotspot" to other phones. Or would it use no data until a device connected to it.

Data is only used if you have a device connected to the bluetooth and it using data
