Getting NA in Call Manager 9.1 QOS Summary reports.

When I go into CUCM 9.1. System reports/QOS/Summary, I get a few calls with a qos report but most just say NA. I have read somewhere that only calls within our network get a qos value and any going out say to sprint wont get a qos value. Is this true and what can I do to get that report to work for all my calls?
