If I load a website that is not my own in a frame named "bottom" and I want a button in a frame named "top" to submit that form in "bottom", is it possible? If so how would I do that? JavaScript only NO JQuery please.

Not going to happen.  It is a security violation and no modern browser is going to permit a hack that used to trash sites in a regular basis.

If you want to access the form for the other site then bring it to your server with a server to server transaction, and include it in your page from your server. The form should then be submittable from your site, but the target site will see it is coming from an outside domain.  If you do not have permission to interface this way they will simply block you and you will not be able to access them at all.  They may also report the incident to your ISP and legal authorities is they consider it an attack.
