What have you done to remedy the issue? Don't want to repeat things you have tried. Did you assign the SSL cert to the IIS service? Have you reset IIS? Have you rebooted the server?

1. Please re-add website bindings in IIS. I mean delete existing bindings and create new bindings.

2.Now try to login into admin center.

3. Now remove all self - signed certificates if any

4. Add all certificates.

Have you tried to restart IIS?

Open a command prompt and type IISRESET on the Exchange Server.

When was the last time you rebooted?

I assume you can't get into Exchange Management Shell either?

You might be able to get into the EMS through the regular PowerShell and then adding the Exchange cmdlets.

Check this article for more info.
