After changing the menu breakpoint in Bootstrap 3, the hamburger drop down menu just flashes, but does not remain open, on the display.  What do  I need to change to get this menu to behave normally?

This behavior can be seen at http://www.pricelearman.com/clients/serenaconstruction.

The menu breakpoint and hamburger button work correctly, but clicking the hamburger only results in the mobile menu flashing briefly on the display.

The first thing you have to do is clean up the errors in the markup; some of which appear directly related to the issue you are having. The validation report is at:
http://validator.w3.org/check?uri=http%3A%2F%2Fpricelearman.com%2Fclients%2Fserenaconstruction%2F&charset=%28detect+automatically%29&doctype=Inline&group=0

After you fix the errors it might correct the problem, and if not it will at least make it possible to do meaningful diagnostics.
