DirectoryEntry.CopyTo got NotImplemented error

Hi, I'm using VS 2012.

Got Notimplemented error at run time when executing newAccount = temaplateUser.CopyTo(deParent, userName);

No mentioning of not implemented in ldap by MS here, https://msdn.microsoft.com/en-us/library/hz4574y2%28v=vs.110%29.aspx 

Does any one know how to fix this?  Thank you.
