I do not believe you can generate such a report given the slow link detection is a Computer determination prior to applying GPOs Based on whether there is latency to reaching the DC.

One option you can do is add a Computer GPO startup and  a User GPO login each will update a file indicating the computer booted, or a user logged in.

The computers that report in will show that they have no issues.
The difficulty that will not answer what you are looking for which is which computers are having issues.

Do you know the universe of your computers that are in use? you can presume that those that do not report are having issues.
