exchange 2003 cluster - mail stuck in unreachable destination queue and cannot be routed to routing group connector queue

hi experts,

 we have problem with our exchange 2003 cluster mail stuck in unreachable destination queue and cannot be route to routing group connector queue.

error messages encountered:-

Event ID:      951
Source:      MSExchangeTransport
Version:      6.5.7638.0
Component:      Microsoft Exchange Transport
Message:      When sending mail to following address <server name>, we have found the connector with target domain <%2> matching destination address exists in DS. However, we have no way of getting there. Possibly, you need to check your topology and add appropriate connectors among Routing Groups.

tried:- restart smtp service, restart transport engine service, failover cluster, restart remote bridgeheads.

seems routing problem

anyway to troubleshoot?

this is urgent!

additional errors:- event id: 951 MSExchangeTransport

When sending mail to following address yahoo.com, we have found the  connector with target domain yahoo.com matching destination address  exists in DS. However, we have no way of getting there. Possibly, you need  to check your topology and add appropriate connectors among Routing Groups.

Follow below steps

1)Try disable antivirus services/Widnows Firewall and restart SMTP service and check mail flow

if not
2)Stop SMTP service and rename mail que folder and start smtp service and check mail flow

1) had been done but not working

2) the unreacheable mail is not in the folders, seems they are still in the database.  

the folders are pickup, queue and bad mail and the 3000 or so unreacheable mail are not in there.

3) we have already tried restarting the SMTP service

is there anyway to manual route the unreacheable mail to another working mail server temporary as well?  

we enabled the debug log for MSExchangeTransport / Routing Engine

event ID: 984

SMTP GetNextHop returned hr=0x0 in 0ms.
 DestAddr=<attachefiscal.org>, Type=<SMTP>
 MsgType=0x9, NextHopType=CURRENTLY_UNREACHABLE

we have a lot of such event ID:984 logs saying nexthop is currently_unreachable

You can create new SMTP connector and add new IP addres to route the mails

However, what is wrong with my routing table?  how can i fix that?

we have suppressed minor link state update recently due to the remote bridgehead side are upgrading to 2010 but the remote bridgehead are still 2003.  would this stop any change we do to the routing group connector?  e.g. delete/create/modify..
